Job Description
The Government Contracts Manager (Pre-Sales) will be responsible for managing the end-to-end pre-sales lifecycle of government and public sector ICT contracts, including opportunity analysis, compliance verification, costing coordination, and bid submission support—ensuring full adherence to public procurement rules, donor guidelines, and organizational policies.
Key Responsibilities
● Pre-Sales & Bid Management:
- Identify, analyze, and qualify government ICT procurement opportunities.
- Coordinate technical, financial, and legal inputs for bids.
- Ensure 100% compliance with tender instructions, eligibility criteria, and evaluation parameters.
- Manage bid timelines, approvals, and submission processes.
● Government Procurement Compliance:
- Procurement laws
- Donor procurement guidelines (World Bank, ADB, UN, JICA, etc.)
- Prepare compliance matrices and deviation statements (if any).
- Review bid securities, performance guarantees, and contractual terms.
● Contractual & Commercial Analysis:
- Assist to prepare analyze draft contracts, SLA, penalties, LDs, and payment milestones.
- Identify commercial and legal risks and propose mitigation.
- Support negotiation strategy (if applicable).
● Costing & Financial Coordination:
- Coordinate BOM, pricing, and costing with finance and technical teams.
- Ensure alignment with tax, VAT, customs duty, and statutory requirements.
- Maintain bid profitability while complying with procurement rules.
● Documentation & Knowledge Management:
- Maintain bid repository, templates, and lessons learned.
- Prepare post-bid analysis and management reports.
- Support audit and compliance reviews related to procurement.
Pre-Qualifications and Skills
Experience:

Minimum 2-3 years of experience in business development, sales, or account management within the in public sector.

Proven track record of closing sales and achieving sales targets.
Skills:
●
Excellent negotiation and communication skills (written and verbal).
●
Strong relationship-building skills with a focus on customer success.
●
Ability to understand complex technical concepts and explain them in a business context.
●
Strong project management skills, including the ability to manage multiple deals simultaneously.
●
Achieving sales target
Education:
●
Bachelor’s degree in Business or a related field. MBA is a plus. DU preference
